AED Stablecoin Payments in the UAE: Regulation, Architecture and Integration Guide

AED stablecoin payments let UAE businesses accept digital dirhams that are regulated by the Central Bank of the UAE (CBUAE). The opportunity is real, but the rules of digital payment services are strict. Only certain tokens may be accepted, and only through licensed partners. This guide explains the regulation, the approved tokens and the architecture you need to go live.
Written for fintechs, merchants, consumer protection, risk management and payment providers. It builds on our general guide to stablecoin infrastructure, and zooms in on the UAE. (united arab emirates).
Key takeaways
- UAE merchants may accept only a Dirham Payment Token from a CBUAE-licensed issuer.
- Four dirham stablecoins were licensed or approved as of September 2026.
- Conversion and custody must run through licensed providers.
- Build compliance, wallet, API and reconciliation as separate layers.
What Are AED Stablecoin Payments?
An AED stablecoin is a digital token that holds the value of one UAE dirham. In the CBUAE’s formal language, it is a Dirham Payment Token. The token is backed one-to-one by dirhams held in segregated, regulated accounts, and holders can redeem it at par.
Use the formal term when you discuss regulation. Use “AED stablecoin” for readers who search with everyday words. This guide uses both.
UAE Stablecoin Compliance: What the CBUAE Regulation Requires
The CBUAE issued its Payment Token Services Regulation as Circular 2/2024. Per Muhami, it took effect on 31 August 2024. You can read the primary text in the CBUAE Rulebook. Stablecoin compliance in the UAE starts here.
Three regulated activities
The regulation covers three payment token services: issuance, conversion, and custody and transfer. Providers must be licensed or registered with the CBUAE, according to DLA Piper. Issuing a dirham token is capital-heavy, with AED 15 million initial capital required under Article 13, per Muhami. Most businesses will integrate an approved token instead of issuing one.
What merchants may accept
This is the rule that matters most. A merchant selling goods or services in the UAE may accept only a Dirham Payment Token from a licensed issuer. A foreign token, such as USDT or USDC, may be used only to buy virtual assets, and only if its issuer is registered, says CMS. DLA Piper notes that no global issuer, including Tether and Circle, held CBUAE foreign registration as of September 2026.
Merchants do not need a financial licence just to accept a licensed token, per Muhami. But acceptance must run through licensed conversion and custody providers, regulatory framework as Neo Legal states.
Where VARA, ADGM and DIFC fit
| Regulator | Scope | Dirham tokens? |
| CBUAE | Payment tokens and payment services, UAE-wide | Yes. Exclusive remit |
| VARA (Dubai) | Virtual assets for funding and investment | No. Dirham tokens are outside VARA’s framework |
| ADGM (FSRA) | Fiat-referenced tokens inside the free zone | No. Dirham is excluded |
| DIFC (DFSA) | Fiat crypto tokens inside the free zone | Not covered: it approves foreign-currency tokens |

CBUAE-Approved Dirham Stablecoins (September 2026)
As of September 2026, the CBUAE had licensed or approved four dirham-pegged stablecoins, per DLA Piper.
The table below summarises them. Check the live CBUAE register on the day you publish or build.
| Token | Status | Notes |
| AE Coin | Full issuer licence | First approval came in December 2024. Selected by the Ministry of Finance as a payment method for federal services. |
| Zand AED | Full CBUAE approval | Zand partnered with Circle in August 2026 on an AED/USD corridor. |
| Token | Status | Notes |
| DDSC | Approved to go live on ADI Chain | Backed by IHC, First Abu Dhabi Bank and Sirius. Over AED 150 million transacted. |
| RAKBANK AED | In-principle approval only | Granted on 7 January 2026. Not yet fully licensed. |

Acceptance is already moving. Network International said in January 2026 that it would integrate AE Coin into its point-of-sale and e-commerce systems, and Gulf News reported the same development.
How AED Stablecoin Payments Work: Architecture
A compliant flow has four parts. The merchant never touches volatile assets. It receives dirhams, and the licensed partner carries the token risk.

Figure 2. Merchant payment flow with a licensed conversion and custody partner.
Checkout and wallet connection
The shopper pays from a stablecoin wallet. Your checkout creates a payment request with an amount, a unique reference and a QR code or wallet deep link. Keep the quote window short, so the AED value stays fixed.
Licensed conversion and custody
The licensed partner receives the token, holds it in regulated custody and converts it to AED. This is the layer you should not build yourself unless you plan to seek a licence.
Settlement and reconciliation
AED stablecoin settlement ends in your bank account. Your ledger must match three records: the on-chain transfer, the partner’s conversion report and the bank credit. Run that match daily.
Which Integration Route Fits Your Business?
| Route | Best for | Trade-off |
| Acquirer or PSP | Merchants who want acceptance on existing POS and e-commerce | Depends on the provider’s token support |
| Licensed gateway with API | Platforms and marketplaces that need custom checkout | Needs API and webhook engineering |
| Direct wallet integration | Fintechs building their own product | Requires licensed custody and conversion partners |
Stablecoin Wallet and API Integration
A good stablecoin API hides the blockchain from your finance team. Plan these building blocks:
- Create payment: amount in AED, a unique reference and an idempotency key.
- Payment status: pending, confirmed, expired, failed and refunded.
- Signed webhooks: push every state change to your order system.
- Wallet support: a stablecoin wallet connection with clear network and token checks.
- Refunds: return AED to the original payer through the licensed partner.
- Sandbox: simulate failed, late and duplicate payments.
Security matters as much as features. Use audited wallet and contract code, role-based approvals and full audit logs.

AED Stablecoin Payments FAQs
Are AED stablecoin payments legal in the UAE?
Yes, when the token is a Dirham Payment Token from a CBUAE-licensed issuer and the flow runs through licensed providers. Other crypto assets cannot be accepted as payment for goods or services.
Which dirham stablecoins are approved?
As of September 2026, AE Coin and Zand AED hold full approval, DDSC is approved to go live, and RAKBANK AED has in-principle approval. Always check the live CBUAE register.
Can a UAE merchant accept USDT or USDC?
Not for goods or services. Foreign payment tokens may be used only to buy virtual assets, and only from registered issuers.
Do merchants need a licence to accept AED stablecoins?
Not just for accepting a licensed token. But conversion and custody must be handled by licensed providers.
Ask a UAE lawyer about your own setup.
How do I integrate AED stablecoin payments?
Choose an integration route, connect a licensed conversion and custody partner, and build checkout, webhooks and reconciliation around it. Test refunds and edge cases before launch.
How long does AED stablecoin settlement take?
It depends on the partner and the bank. The token transfer confirms on-chain quickly, but AED settlement follows your partner’s schedule. Confirm it in your contract.
